According to the article, there were high hopes of another cycle of El Nino in the region, which is mostly a dry area. The situation was short lived though as the warming of the eastern equatorial Pacific by the Kelvin waves dissipated, interfering expectations for an El Niño this year but these latest Kelvin waves have appeared, reviving hopes for a late arrival of the event.
